Starting Salary Range:  $88,809 - $103,017 per year

Status:  Full-time, FLSA Exempt

Position Summary:

The Town of Penfield is seeking an experienced municipal finance professional to serve as its next Comptroller.  Working closely with the Town Supervisor and Town Board members, the Comptroller is primarily responsible for the Town’s fiscal and budget administration.  The Comptroller works in accordance with the Town’s fiscal policies, state laws and requirements, and generally accepted municipal accounting procedures and guidelines to ensure the financial health and wellbeing of the Town.   The Comptroller interfaces with all Town departments to ensure compliance and consistency across all financial transactions.

Purpose:

Residents expect that funds collected through taxes, fees and other revenue sources be handled, expended and invested with transparency and integrity.  This position will ensure the Town is utilizing those funds in the best interest of its constituents.

Essential Responsibilities:

  • Analyzes the Town’s financial situation and recommends policy changes
  • Develops and implements policies and procedures
  • Executes and monitors the annual operating budget
  • Establishes and monitors capital projects fund
  • Provides regular financial reports to the Town Supervisor and Town Board
  • Manages investment accounts
  • Oversees Town insurance policies to ensure proper coverage levels
  • Manages and assists with grant writing proposals
  • Administers and reports on grants received
  • Coordinates, tracks and reports on debt issuance

Education and Experience:

  • Bachelor’s Degree in Public Administration, Finance, Accounting or related field
  • Minimum of 5 years in governmental finance administration
  • Minimum of 2 years of supervisory experience

Skills and Abilities

  • Extensive knowledge of accounting practices and principles including budgeting
  • Thorough knowledge of investment practices as they apply to Town government
