It is the policy of the Town of Penfield to select applicants applying for positions in the town on the basis of qualifications for the job in question. Penfield residents will be given preference for all positions unless special expertise or skill is required. Where a Civil Service list exists for a competitive position, candidates on the list will be canvassed. 

As a public employer, the Town of Penfield is covered by the New York Civil Service Law, which is intended to ensure that positions in government are filled by qualified applicants. Under the Civil Service Law, the Civil Service Commission of Monroe County handles the administration of regulations concerning the "classified" service, which includes: competitive class; non-competitive class; labor class; and exempt employees. The commission does not have jurisdiction over the "unclassified" service, which includes only elected and certain appointed officials.

Standard Work Hours:  Monday – Friday 7:00 a.m. – 3:30 p.m. 
 
Full Performance Knowledge, Skills, Abilities and Personal Characteristics: Good knowledge of the use of hand tools; working knowledge of ground maintenance activities; working knowledge of building cleaning methods; working knowledge of specific hazards and safety precautions; ability to do heavy manual labor, including lifting; ability to follow instructions; ability to work under direct supervision; ability to establish good working relationships with others; ability to work under all weather conditions; manual dexterity; endurance; dependability; honesty; health and physical condition commensurate with the demands of the position.
 
Qualified candidates shall possess:  good verbal and written communication skills, the ability to successfully work in a team environment, ability to understand and follow both written and verbal directions and the ability to work in inclement weather (excessive cold and heat).
 
Valid NYS Driver License is required.
 
Duties include but are not limited to:  Landscaping work (planting, weeding, mulching, raking, string trimming etc.), maintaining athletic fields and garbage collection.

This is an entry-level clerical position.  Duties may include document scanning, computer data entry and other general office tasks.  Candidate should be proficient in Microsoft Word and Adobe.  Candidate must also possess outstanding customer service skills and have working knowledge of the operation of business machines (copies, scanners, fax etc.).
 
Civil Service Minimum Qualifications:  Must be currently enrolled as a high school or college student.

Animal Control Officer Part-Time

Minimum Rate:  $19.00 p/hr.

Standard Rate:  $20.91 p/hr. 

Work Hours:  Monday – Friday   5:00 p.m. – 8:00 p.m. 

Civil Service Minimum Qualification:  Graduation from high school or possession of an equivalency diploma PLUS possession of a New York State Nuisance Wildlife Control license.
Special Requirement:  Must possess a clean, valid driver’s license at time of appointment. 

Full Performance Knowledge, Skills, Abilities and Personal Characteristics:  Good knowledge of New York State Agricultural and Markets Law and other state and local rules, regulations and ordinances regarding the control of common domestic animals and nuisance wildlife; good knowledge of regulation and control procedures for common epizootic diseases; good knowledge of quarantine, rabies and inoculation laws and isolation regulations and procedures; good knowledge of the care, feeding and behavior of common domestic animals and nuisance wildlife, particularly those injured or posing a significant risk to public health and safety; good knowledge of the methods of cleaning and disinfecting persons and equipment that have been contaminated by diseased or deceased animals; working knowledge of local geography; ability to identify common species of domestic animals and nuisance wildlife, particularly under dangerous and stressful conditions which may call for self-protection; ability to deal effectively with the general public; ability to communicate orally and in writing; ability to prepare accurate reports; ability to establish and maintain records and files of animal control activities; ability to pursue, capture, lift and restrain animals; willingness and ability to work outdoors; good judgement; physical condition commensurate with the demands of the position.
