PROJECT OVERVIEW:
Located on the northeast corner of the Shadow Pines Property, this project features 10 pickleball courts (two are inclusive), a picnic area, an open-air pavilion, two inclusive playgrounds, walking trails, restrooms, and a parking area off Whalen Road.
April 17, 2024
Supervisor Jeff Leenhouts, alongside Town staff, community members, and State Legislature representatives, joined on a wet Wednesday afternoon to mark the construction of the new recreation area at Shadow Pines.
April 15, 2024
Pathway construction begins connecting Atlantic Avenue to the north end of the property and the new recreation area. Clearing and grading on the property continues.
April 4, 2024
The Town of Penfield will hold a groundbreaking event on Wednesday, April 17, at 1:30 p.m. to formally mark the start of construction on a new recreation area at Shadow Pines.
Community members are invited to join Town officials and local leaders to celebrate the project. Those attending should park in the Shadow Pines property's main parking lot (600 Whalen Road) and walk to the groundbreaking site in the northeast corner of the property. Directional signs will be posted.

Tree clearing in the designated project area occurs. 
March 25-28, 2024
Genesee Construction coordinates the start of construction at the north end of Shadow Pines.
A gravel entranceway from Whalen Road is added, underground utilities are installed, and some trees are removed.
March 21, 2024
Penfield Town Supervisor Jeff Leenhouts announced work will begin on Monday, March 25. Work will take place in the northeast corner of the property.
Throughout construction, areas of the property will be impacted, including trail closures. Property visitors are asked to observe all posted signage and keep clear of the construction area. The Town of Penfield will share relevant closure notices and updates as needed throughout the project.
March 6, 2024
The Penfield Town Board accepted a bid to begin work on the project during their legislative meeting.
Genesee Construction is leading the project with work scheduled to start at the end of March with completion by late fall 2024.
February 21, 2024
During its work session, the Penfield Town Board reviewed project bids. Following discussion, the board authorized the preparation of a resolution to award bids for the project. The Town Board is expected to vote on the resolution at its upcoming meeting on Wednesday, March 6.
December 6, 2023
The Town Board approved a resolution authorizing the bid opening for the updated project plan. The project is expected to go out for bid in January 2024. The plan mirrors what was discussed in September, and includes 10 pickleball courts (two ADA accessible), a picnic area, an open-air pavilion, inclusive playgrounds, and restrooms.
Upon closing of the bidding process, the Town Board will review bids, and determine how to best move forward.
September 6, 2023
The Penfield Town Board passed a resolution to authorize engineering fire BME Associates to complete the site plan design for the updated project plan that includes 10 pickleball courts, two that are ADA accessible, along with a picnic area, open-air pavilion, inclusive playgrounds, and restrooms.
Upon completion, the Town Board will review the new site plan, and determine whether to move forward and put the project out for bid.
August 16, 2023
The Town of Penfield continues its efforts to improve the Shadow Pines property and make it a place for all in the community to enjoy. Over the past few years, the Town Board has been developing plans for a recreation area with pickleball courts in the northeast corner of the property.
Based on feedback from the community in the spring of 2023, an updated proposal has been developed. During the Town Board meeting on Wednesday, August 16, the updated proposal was presented. The new plan features 10 pickleball courts, two that are ADA accessible, along with a picnic area, open-air pavilion, inclusive playgrounds, and restrooms.
Within the plan, extra attention has been taken to ensure the project is accessible to all in the community with widened sidewalks, expanded handicap accessibility, and playground areas that accommodate kids of all abilities.
The proposed project area totals approximately 7 acres, roughly 3% of the total property, and focuses on the preservation of the natural landscape by utilizing the area which was formerly a golf fairway.

2022-02-17The project entitled Shadow Pines, Phase 1 includes the proposed redevelopment of a portion of a former golf course to an approximately twenty-two-acre multi-use Town of Penfield recreation facility located at 2701 Atlantic Avenue, at the southwest corner of Whalen Road (County Road 13) and Atlantic Avenue (State Route 286) on tax parcel #124.09-1-1.
This redevelopment project will include the construction of a multi-use area consisting of a 119-space parking lot, a ±3,200 square foot main pavilion with restrooms, an additional ±800 square foot open-air pavilion, 16 pickleball courts, two playgrounds, multiple internal sidewalks and trails, and a multipurpose recreational lawn area.
Two separate driveway entrances will be constructed off Whalen Road near Atlantic Avenue to provide access to the property. A 6" waterservice will be brought into the site to service the new bathrooms along with installation of sanitary sewer facilities. Stormwater will be handled by a new facility that will
