2023 Town of Penfield budget adopted, tax levy and tax rate to decrease
On Wednesday, November 2 the Penfield Town Board formally adopted the 2023 Town of Penfield Budget. The final budget, including special districts, totals $22,066,471. The Town Operating Budget (without special districts) is $19,310,035.

The 2023 budget will see a reduction in the Town tax levy and tax rate. Specific numbers are outlined below:

Tax levy decrease of approximately $37,000
  • Tax levy is $454,959 below NYS tax cap
  • Tax rate decrease from $2.78 per $1,000 of assessed property value in 2022 to $2.10 in 2023
  • Average tax bill for Town General Governmental Services for a property with an average valuation of $269,000 will be $564.66, down from $569.90 in 2022
  • Penfield’s property tax rate remains one of the lowest of the 19 towns in Monroe County. Town taxes account for just 7% of the total tax bill in Penfield; Monroe County taxes are roughly 24% and school district taxes make up the remaining 69%
Town Supervisor Marie Cinti:
“Residents throughout our community continue to be impacted by rising inflation, and our board felt it was critical we maintain a flat tax levy to provide as much relief as possible to the people of Penfield. While maintaining a flat tax levy, we have also enhanced services for 2023. The budget reflects the board’s commitment to fiscal responsibility while improving services for residents.”

Town Comptroller Barbara Chirdo:
“The 2023 budget approved by the Penfield Town Board efficiently utilizes fiscal resources. The Town remains on strong financial footing as represented by the Town of Penfield having the lowest possible fiscal stress score of 0.0, as determined by the Office of the New York State Comptroller.”
