Penfield CCA Opt Out Dec. 8 Deadline Reminder

By definition—and the requirements of the New York State Public Service Commission—CCA is an opt-out group purchase of electricity at a negotiated rate that includes all eligible accounts in a municipality.

Not all electricity customers are eligible, and therefore all Penfield residents did NOT receive the November 8 mailing. Examples of ineligible accounts include those already participating in an ESCO, those receiving bill payment assistance, and those with a block on their account.  

Penfield CCA will officially begin as of the December 9, 2021 billing cycles. If you received a letter, this means Constellation NewEnergy will become your new electricity supplier (source). RG&E will remain your electricity provider (delivery). You will continue to receive only one bill from RG&E.

As directed in the November 8 letter, if you already know that you DO NOT wish to participate in the Town of Penfield’s CCA program before it begins, you should opt out by December 8, 2021.

Opt out using one of these easy methods:

  1. Mail: use the opt-out card and pre-paid postage envelope provided in the November 8 letter
  2. Phone: call the electricity supplier Constellation NewEnergy at (833) 942-3023
  3. Web: go to http://www.penfieldcca.com/opt-out-electricity and complete the form on that page

Note: You may also opt out at any future date at no cost, but it will take a full billing cycle to remove you from the program and switch you back to RG&E for your electricity supply.
