The Town of Penfield has updated its Comprehensive Plan every 10 - 15 years since the 1960s.

The Comprehensive Plan provides an overall framework for future policy-making and helps to guide public and private investment in the community. It contains recommendations that acknowledge current conditions, and it articulates the vision for Penfield’s future. Further, the plan establishes policies and strategies to achieve that vision and serves as the legal framework for future zoning and land use decisions. 

This Comprehensive Plan Update began with a detailed review of Penfield’s 2010 Comprehensive Plan. The planning effort was completed by Town staff and a Town Board appointed Comprehensive Plan Committee comprised of a cross-section of Penfield residents and stakeholders. The process included many committee meetings and public information sessions to present and gather information, which informed the direction and content of this Comprehensive Plan Update.

Based on feedback received through the public review process, revisions to the draft plan document have been made. This planning process will conclude once the Town Board adopts the final version of 2023 Comprehensive Plan Update.
