It is the policy of the Town of Penfield to select applicants applying for positions in the Town on the basis of qualifications for the job in question. Penfield residents will be given preference for all positions unless special expertise or skill is required. Where a civil service list exists for a competitive position, candidates on the list will be canvassed.
As a public employer, the Town is covered by the New York Civil Service Law, which is intended to ensure that positions in government are filled by qualified applicants. Under the Civil Service Law, the Civil Service Commission of Monroe County handles the administration of regulations concerning the "classified" service, which includes: competitive class; non-competitive class; labor class; and exempt employees. The commission does not have jurisdiction over the "unclassified" service, which includes only elected and certain appointed officials.
The Town is an equal opportunity employer which complies with state and federal fair employment laws and regulations. The Town does not discriminate in recruitment, training, promotion or other terms of employment on the basis of race, color, creed, religion, national origin, disability, political affiliations, age, arrest record or criminal record, veteran, sexual orientation, gender identity and expression, or martial status in accordance with state and federal laws and regulations.
Information about openings for positions in the Town of Penfield will be widely disseminated, with all job openings below Grade 2 level posted in all Town buildings. Applicants in all cases shall be asked to fill out an application or submit a resume of their qualifications.
