2012-03-29 Customer Follow-Up Letter re: Station 124
Dear Neighbor,

Last July, RG&E sent a letter to you about the proposed expansion of our Station 124 (an electric substation) at 1580 Harris Road in the Town of Penfield. We also held a public meeting on July 27, 2011 to provide additional information about this project.

Since then, we have obtained the necessary project approvals from the Town of Penfield, the New York State Department of Environmental Conservation and the U.S. Army Corps of Engineers, and we expect to start construction in April.

To help us continue to provide safe, reliable service and meet increasing demand for electricity, we plan to expand the substation footprint from two acres to five acres on existing RG&E property in order to accommodate new equipment. We also expect to replace some of the transmission line structures located east of the substation.

In April, once construction in underway, you may notice additional vehicle traffic in and out of the substation. In September, you may also notice large equipment arriving at the site.

All work and site restoration will be done in accordance with a Stormwater Pollution Prevention Plan that was developed for this project. We expect to complete the work by August 2013.

As our work progresses, we will do our best to keep you informed of significant developments.

We realize that construction projects may sometimes cause inconvenience. We appreciate your patience and cooperation as we work to enhance the safety, reliability and capacity of our electricity delivery system.

RG&E Utility Upgrade Notice
Dear Customer:

We wanted to give you the courtesy of advance information on a project we will begin in your neighborhood to improve vital parts of our energy-delivery system. On August 01, 2011, we will begin work to install new underground conduit and cable in the following locations:
Beacon Hills Drive North, from #54 to #74. Willow Pond Way, from #310 to #320.
From #44 Pennicott Circle to # 111 Pennicott Drive. Beacon Hills Drive South, from #78 to #100.
Camberly Place, along the east side from the north end to #73 New Wickham Dr.
The project is expected to be completed in October, 2011.

This work is part of an ongoing effort by RG&E to ensure continued reliable service, safety and top performance now and as future needs emerge throughout our intricate, nine-county system. We continually invest in the community's energy systems because we believe state-of-the-art and dependable electrical and gas systems are vital for the continued success of our local economy and for area quality of life. RG&E conducts work on its own and, to minimize disruption, in concert with government projects.

Here is information you should find handy about the course of the work and any potential impacts on you.

Before actual construction starts, RG&E and other utilities may mark water, gas and other underground lines on or near your property. This is done, above all, for your safety and to avoid unexpected disruption of key services. We promise to treat your property with respect.

During the first phase of the project, our contractor, Burrows Brothers Inc., will dig to access and replace or refurbish underground systems. In most cases, this will mean temporary inconveniences, but we will work hard, and with you, to ensure that you will have ready access to your driveway or parking lot. This construction will last about 2 months as the project will involve many streets in a 5 mile radius and involves working on several properties.

• These facilities will be installed by a method called Directional Drilling in which our contractor bores a hole alongside the existing electric facilities and then pulls the conduit and cable through it. This requires minimal excavation at the affected transformers and over existing water services etc. Most areas will not see any excavations. These facilities will be installed in existing RG&E easements and be restored as soon as possible, excavated areas will be backfilled.

For your safety and the safety of our crews, this project may require that we shut off electrical service for the safety of our crews for a period that usually averages 1 hour while we install new equipment. We will do our best to notify you in advance of these short interruptions in power.

• We promise to treat your property with the utmost respect and take responsibility for restoration. In the last phase of the project and upon completion of the work, our contractor will return to temporarily restore the affected areas, which includes leveling all excavated areas and removing large rocks and debris. Permanent restoration consists of final grading, application of high-quality topsoil, grass seed, and fertilizer. Asphalt or concrete will also be included in the restoration if necessary.

At any point in this work, you are welcome to call the number below if you want an update on the project or have any concerns. I will be your main point of contact for this project.

We know that these projects are sometimes disruptive, but we sincerely hope you will understand the necessity of improving and maintaining a system so crucial to our community's daily life and work. We promise to keep your convenience in our plan at all times.
