Boards, Advisory Boards and Committees Boards, advisory boards and committees play an essential role in local government. Whether created by the Penfield Town Board or by New York State Statutes, each group has been established to secure the participation of town of Penfield residents to promote good government and the effective and efficient delivery of services. The Penfield Town Board encourages residents to participate in local government and appoints a number of positions each year for a range of volunteer opportunities.
