The Town of Penfield will host a Public Information Meeting regarding its 2020 Comprehensive Plan Update on Tuesday, September 24 at 7:00 PM in the town hall auditorium, 3100 Atlantic Avenue. Town staff will provide an overview of the Comprehensive Plan, explain the update process, present the work of the 2020 Comprehensive Plan Update Committee to date, and solicit residents’ thoughts and ideas for future planning goals. Committee members will be in attendance to listen to and note residents’ input for discussion at future meetings.
The Town of Penfield updates its Comprehensive Plan about every 10 years. The plan functions as the legal foundation for all land use decisions, defines the community’s vision, provides guidelines for development, and establishes goals and objectives for the next 10 to 15 years.
The update process is undertaken by the town board, town staff, and a committee of resident volunteers. Assistance and input from experts and consultants is provided as needed for topics such as traffic, drainage, sanitary sewers, planning, and other infrastructure and environmental matters. The committee began its work on September 11, 2018. Since then, the committee has participated in several education meetings with town staff to review the content, goals, and accomplishments of the 2010 Comprehensive Plan. The committee also met with local farmers to understand how recent changes to NYS Agriculture and Markets have allowed farming to evolve, and with Matt Ingalls, of Ingalls Planning & Design, to discuss the critical changes in demographics, housing preferences, and retail trends in rural-suburban settings. Also, in the spring of 2019, the committee went on a site tour of the town to review various properties of interest. The committee is eager to hear the thoughts and recommendation of their fellow residents about topics pertaining to the 2020 Comprehensive Plan.
Topics for review and updating include—but are not limited to—residential, recreation, and commercial land use; the status of a new Mixed-Use District; infrastructure; multimodal and pedestrian connectivity; sustainability; aging in place for older adults; medical services; schools, rezoning opportunities; and the potential for new zoning districts.
“We have a very dedicated and involved Comprehensive Plan Update Committee made up of resident volunteers. It is important to have a public information meeting open to all residents to solicit their input and feedback,” said Supervisor Tony LaFountain. “Community participation is the key to all successfully adopted plans. This Comprehensive Plan Update will be used as a roadmap for the next 10+ years as Penfield continues to grow and it will affect the overall quality of life for residents and their families for generations to come.”
All Penfield residents, businesses, and organizations are invited to attend. Those who wish to present their ideas and concerns are encouraged to limit their comments to five minutes in consideration of all who wish to speak.
A public input page will be available at www.penfield.org for residents who are unable to attend the meeting but wish to offer input. The page is scheduled to be live before and after the public information meeting from Tuesday, September 10 through Friday, October 11 via the quick links menu. Comments will also be accepted via email to firstname.lastname@example.org, or by USPS mail to: Town of Penfield, Planning Department, 3100 Atlantic Avenue, Penfield, NY 14526. There will be additional opportunities for public input at future public hearing meetings.
The committee will reconvene on October 1 and October 15 to begin reviewing public comments from the above sources.
