The Town Clerk's Office issues dog licenses for Penfield residents. In New York State, dogs are required by law to be licensed annually. Dogs that are four (4) months or older must be licensed. The required paperwork includes a current rabies certificate, a spay/neuter certificate (if applicable), and a check made out to the Town of Penfield. Mail or come to our office at: Penfield Town Clerk, 3100 Atlantic Avenue, Penfield, New York, 14526. There is not an application form and all paperwork will be returned to you with the issued license and tag.

Dog License fees are as follows (Fees as of January 1, 2011):

  • Unspayed/Unneutered Dogs (includes state-mandated $3.00 surcharge) $20.00
  • Spayed/Neutered Dogs (includes state-mandated $1.00 surcharge) $10.00

Dog License for Senior Owner (65 Years of Age) * Please Note "Senior Citizen"on Renewal

  • Spayed/Neutered Senior Owner $5.00
  • UnSpayed/Unneutered Senior Owner $15.00
  • If a dog is licensed due to a dog "census/enumeration" conducted by the Town, there is an additional $5.00 fee mandated under New York State law.

Renew Your Dog's License Online

Your dog's rabies information must be current in our system in order to renew online.

If the rabies vaccination information on the renewal notice is blank (see below), scan proof of rabies to PDF, JPEG or TIFF and submit
via this form.  Please make sure the certificate shows all of the information in the image below.  We will update the information in the system and you will be able to proceed with the renewal - typically on the next business day.

There is a $1.75 convenience fee added to each online renewal.

Effective January 1, 2011, New York State has changed the process for licensing dogs. In the past New York State has been the responsible party for sending renewal notices, providing identification tags and maintaining a state wide database. Local municipalities are now responsible for licensing dogs.

The Town of Penfield will now be sending your renewal notices and issuing new identification tags. Dog owners will see little change in the process. As in the past:

  • All dogs must be licensed annually. If the license is not renewed in a timely manner, an appearance ticket and additional fines could be incurred.
  • Current certificate of rabies must be provided or be on file in the Town Clerk’s office. If your dog’s rabies has expired since the last time you licensed your dog or the rabies certificate expires within thirty days of the license renewal period, you must provide a new certificate of rabies vaccination.
  • If your Dog has been spayed or neutered, you must provide a certificate if not already on file in the Town Clerk’s Office.
  • If you no longer have your dog, you must notify the Town Clerk so that the information can be deleted from the system.

The fee for licensing your dog has changed. This is due to a new animal population control fee which has been implemented by New York State as well as to cover the increased cost to the Town for the purchase of tags and postage and supplies for sending renewal notices. Please make yourself aware of the new amount on your renewal notice.

Monroe County, NY - Dog Parks

Monroe County Department of Parks hosts Off-Leash Dog Areas (Dog Parks) at both Ellison and Greece Canal Parks, as well as a reciprocal agreement for use at Henrietta Dog Park in the Town of Henrietta and Sweden Town Park in the Town of Sweden.

  • HOURS: 7am to Dusk
  • Each dog visiting must be a registered member of the Monroe County Dog Parks.
  • Entrance will only be allowed to those in possession of a valid Monroe County Dog Parks swipe card, tag for each dog, and paper copy of their permit/s. Dogs must be wearing the up-to-date Monroe County Dog Parks tag.
