BOARD OF REGISTRATION -
WEDNESDAY, FEBRUARY 14, 2018 12:00 - 6:00 PM

The Board of Registration shall meet at the Penfield Town Hall, 3100 Atlantic Avenue, Penfield, New York on February 14, 2018 between the hours of 12:00 PM and 6:00 PM, prevailing time, for the purpose of registering persons to vote in the Special Election to be held on February 27, 2018 relating to the former Shadow Pines Golf Course property who are not currently registered to vote and to prepare a register of voters.

NOTICE OF SPECIAL ELECTION

NOTICE IS HEREBY GIVEN to the qualified electors of the Town of Penfield, Monroe County, New York, that a Special Election in and for said Town will be held on February 27, 2018, at the Town of Penfield Community Center, 1985 Baird Road, in the Town of Penfield, at which the polls will remain open between the hours of 6:00 a.m. and 9:00 p.m., prevailing time, for the purpose of voting by ballot on each of the following described propositions submitted for the approval of the qualified electors of said Town:

PROPOSITION NO. 1

Shall the Bond Resolution adopted by the Town Board of the Town of Penfield, Monroe County, New York, dated November 20, 2017, authorizing the acquisition of three parcels of land containing in the aggregate approximately 206 acres located at 745 Whalen Road (TMID No. 124.13-1-4), 2701 Atlantic Avenue (TMID No. 124.09-1-1), and 1950 Clark Road (TMID No. 124.13-2-1) within the Town, constituting a portion of the site of the former Shadow Pines Golf Club for such future governmental and/or public use or uses as shall hereinafter be determined by the Town Board from time to time, at a maximum estimated cost of $3,390,000, authorizing the issuance of up to $3,390,000 in general obligation serial bonds of the Town to pay such costs, providing for the issuance of bond anticipation notes in anticipation of the issuance of such serial bonds, determining that the period of probable usefulness thereof and maximum permissible term of any borrowing is thirty (30) years, and pledging the faith and credit of the Town to the payment of such obligations and the interest thereon, be approved?

PROPOSITION NO. 2

Shall the Bond Resolution adopted by the Town Board of the Town of Penfield, Monroe County, New York, dated November 20, 2017, authorizing the acquisition of an approximately 6 acre parcel of land and the buildings and improvements situated thereon (including, without limitation, the Alpheus Clark House) located at 1960 Clark Road within the Town (TMID No. 124.13-1-3), constituting a portion of the site of the former Shadow Pines Golf Club, for such future governmental and/or public use or uses as shall hereinafter be determined by the Town Board from time to time, at a maximum estimated cost of $260,000, authorizing the issuance of up to $260,000 in general obligation serial bonds of the Town to pay such costs, providing for the issuance of bond anticipation notes in anticipation of the issuance of such serial bonds, determining that the period of probable usefulness thereof and maximum permissible term of any borrowing is fifteen (15) years, and pledging the faith and credit of the Town to the payment of such obligations and the interest thereon, be approved?

How to vote absentee for the Shadow Pines Referendum

There are four steps to the absentee voting process:

  1. Voter requests an absentee voting ballot application from the Town Clerk
  2. Voter completes the absentee voting application and returns to the Town Clerk
  3. Town Clerk reviews application and issues the absentee ballot to the voter 
  4. Voter completes absentee ballot and returns to Town Clerk by 5:00 PM on February 27

Absentee Voter Process

Getting an application

Voters seeking an absentee ballot must first obtain an absentee voting ballot application and submit it to the Town Clerk.

Note: Absentee voter application requests received after 5:00 PM February 26 will not be processed.

To obtain an absentee voter application, voters may:

  • download an application using the link below,
  • request an application by email to clerk@penfield.org,
  • request an application by physical mail (call 585-340-8629), or
  • pick up an application in person at the Town Clerk’s office in the Penfield Town Hall, 3100 Atlantic Avenue 

Submitting a completed application 

Completed applications must be returned to the Town Clerk. This may be done in person at the Penfield Town Hall or by mail to: Penfield Town Hall, Town Clerk, 3100 Atlantic Avenue, Penfield, NY 14526. February 20, 2018 at 5:00 PM is the last day and time to return a completed application for an absentee ballot if the ballot is to be mailed to the voter. 

Receiving the Absentee Voter Ballot

Once the Town Clerk has received and approved an absentee voter application, the Town Clerk will issue an official absentee voter ballot to the voter as indicated by the voter on their completed application (in person or by mail). 

Submitting the Absentee Voter Ballot

The absentee voter ballot must be completed and returned to the Town Clerk by 5:00 PM on February 27, 2018. NO EXCEPTIONS. 

Important Dates: 

Feb. 20, 2018

Last day to return a completed application for an absentee ballot if the ballot is to be mailed to the voter. The completed absentee application ballot must be postmarked by a governmental postal service by February 20, 2018. 

Feb. 26, 2018
at 5:00 PM

Last day and time applicant may submit an application for an absentee ballot to the Town Clerk BUT ONLY if the applicant is returning the ballot in person, NOT by mail. 

Feb. 27, 2018
at 5:00 PM

Deadline for the Town Clerk to receive completed absentee ballots. NO EXCEPTIONS.

Please Note:

  • Absentee ballots cannot be accepted without a valid application.
  • The completed absentee ballot MUST be returned to the Town Clerk in the provided ballot envelope. The ballot envelope must be filled out and the statement of absentee voter must be signed.
  • A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the Town in the office of the Town Clerk. On February 27, 2018 the list will also be available at the polling location.
