Q: Why is the Town taking steps to purchase the former Shadow Pines golf course?
A: Many residents have expressed a strong interest in having the Town of Penfield purchase the former Shadow Pines Golf Club to preserve 212 acres in west Penfield for future public and/or governmental uses
Q: What is the cost to acquire the Shadow Pines property?
A: The acquisition cost is $3.65 million. ($3,390,000 for the golf course, $260,000 for the Clark House)
Q: How much will the purchase cost Penfield homeowners?
A: The cost of the Shadow Pines purchase to a homeowner with a property valued at $190,000 would be $11.00 per year for 30 years.
Q: What does the Town plan to do with the property?
A: The Town Board will explore the potential of the property for future land uses such as a combination of open space, passive and active recreational uses (consistent with the Golf Course Moratorium Committee’s recommendation), and general municipal uses such as a future community center, library, lodge, trails, playgrounds, or other public facilities. A final plan has not been decided. A committee of residents will be established to make recommendations to the Town Board. Defining future land use will also be a key responsibility of the 2020 Comprehensive Plan Committee.
Q: What are the ongoing costs of those plans to Penfield homeowners?
A: The estimated ongoing costs associated with the intended use of the property will be determined once firm plans are in place.
Q: When is the vote?
A: The Public Referendum is Tuesday, February 27, 2018 from 6:00 AM to 9:00 PM at the Penfield Community Center, 1985 Baird Road.
Q: Who can vote on this proposal?
A: US citizens who have lived in Penfield at least 30 days as of February 27, are at least 18 years old, and are registered voters, are eligible to vote.
Q: What if I am not a registered voter?
A: If you are not currently a registered voter, you will have an opportunity to register on February 14, 2018 at the Penfield Town Hall, 3100 Atlantic Avenue, from 12:00 (noon) to 6:00 PM. Official election inspectors will be on hand to register new voters.
Q: Will there be an absentee ballot?
A: Yes. Eligible voters who will be out of the county on February 27, 2018, hospitalized, or disabled may qualify to vote using an absentee ballot. Q: What will be on the ballot?
A: Residents will be asked to vote on two propositions; one is for financing of the purchase of the majority of the land the other is for financing of the purchase of the Clark House and its associated land and structures. The terms of the Purchase Agreement require the Town to purchase both portions. Proposition No. 1 represents a Bond Resolution for financing of the purchase of 206 golf course acres for an estimated $3,390,000.
Proposition No. 2 represents a Bond Resolution for financing of the purchase of six acres and the Clark House buildings for an estimated $260,000.
