DPW-Sewer-001.jpgThe Town of Penfield Department Public Works operates and maintains approximately 152 miles of sanitary sewer mains and 21 pump stations, which serve approximately 9,000 homes and businesses within the Town’s Consolidated Sanitary Sewer District. 

The first sanitary sewers in Penfield were installed as part of the Panorama Estates Subdivision, circa 1958. During the early 1960s the town experienced a building boom, which caused the Town to establish Sewer Districts No. 1 & 3. Each of these districts operated Sewage Treatment Plants. At one time the Town of Penfield operated three Sewage Treatment plants. In the mid-70s these three treatment plants were taken off line with the advent of the Monroe County Pure Waters Interceptor Program.

The Penfield Department Public Works Sewer staff is responsible for transmission of sewer effluent to one of four Pure Waters Interceptor sewers, which serve eastern Monroe County. These large interceptor pipes transmit sewage effluent north to the Frank E. Van Lare Treatment Facility. This facility is located on Lakeshore Boulevard in Irondequoit. A small portion of the sewer flow from Penfield is treated by the Town of Webster Sewer Treatment Plant located on Phillips Road.

On an annual basis, the Sewer staff oversees various sanitary sewers projects. These projects are designed to bring sanitary sewers to neighborhoods, which are currently utilize septic systems. The Town Board prioritizes these projects based on:

  • Level of Support - Petition(s), Resident Surveys, Supporting Testimony
  • Relative Need – M.C. Health Department data on existing septic systems.
  • Availability of sewers in the area.

With this information the Town Board and Sewer Department develop their annual sewer project priorities. If you would like more information related to this program please contact the Department Public Works (EMAIL) directly.

The Penfield Town Board is designated as the governing body or Commissioners of the Consolidated Sanitary Sewer District.

Sewer Permits

The Penfield Sewer Department is responsible for licensing of Plumbers. Generally if you are undertaking remodeling within your home, which requires relocation or installation of drain, or vent lines, this requires a Plumbing Permit.

If you, as the homeowner, are doing the work yourself this still requires a permit and an inspection from the Penfield Building Department. If you are hiring a plumber to do this work they must be licensed with the Town.

The Sewer Department will be happy to supply you with the current list of licensed plumbers upon request.
