Background

The Town of Penfield’s Comprehensive Plan functions as the legal foundation for all land use decisions, defines the community’s vision, provides guidelines for development, and establishes goals and objectives for the next 10 to 15 years. 

The Town of Penfield updates its Comprehensive Plan about every ten years. To date, the Town has completed six Comprehensive Plans since the 1960s. The Town is currently working with the guidelines set forth in the 2010 Comprehensive Plan. The next Comprehensive Plan Update—the Town’s seventh—is due in 2020.

Purpose

The Comprehensive Plan provides an overall framework for future public and private investment in the community along with recommendations that reflect current conditions and articulate Penfield's vision for its future. Further, it establishes policies and strategies to achieve that vision and serves as a guide for future planning and policy decisions, including rezoning of property as appropriate. 

The Comprehensive Plan is an active tool and reference for decision-making boards of the town that have the authority and discretion to implement policies and act upon developmental applications. It is a guide for taking actions in the best interests of the Town and its residents as a whole.

2020 Comprehensive Plan Update

The 2020 Comprehensive Plan Update is being led by Town staff with a committee that will be composed of a cross-section of Penfield residents and assistance from experts and consultants as needed for topics such as traffic, drainage, sanitary sewers, planning, and other infrastructure and environmental matters. 

The Town Board will appoint a committee of residents. Staff and the Committee will conduct regular work meetings, public information sessions to present and gather information, and draft a 2020 Comprehensive Plan Update for presentation to the public and Town Board. Once reviewed and necessary adjustments are made, a final 2020 Comprehensive Plan will be adopted by the Town Board.

Topics

Topics for review and update in 2020 include—but are not limited to—residential, recreation, and commercial property use; the status of a new Mixed Use District; infrastructure; multi-modal connectivity; sustainability; aging in place for elders; medical services; schools, rezoning opportunities; and new zoning districts. 

Process

Identify and appoint the Comprehensive Plan Update Committee during the June 2018 timeframe.

Schedule an initial kick-off meeting.

Staff and Committee members will identify goals, lay out a meeting schedule to include regular work meetings and public information meetings.

The Committee will present a draft 2020 Comprehensive Plan Update to the Town Board for review and adoption.

The Town Board—as the decision-making board for the 2020 Comprehensive Plan—will receive and review the Draft Comprehensive Plan, make any changes as deemed appropriate, and ultimately adopt the 2020 Comprehensive Plan.
